M25 Junction 10/A3 Wisley Interchange Improvement Scheme

Balfour Beatty

Construction Project Overview

Junction 10 is the busiest section of the M25 motorway, with over 300,000 vehicles passing through it everyday. The M25 junction 10/A3 interchange improvement scheme has been designed to deliver several game-changing improvements to this key infrastructure artery on behalf of National Highways, the project’s client. The improvements delivered at this construction project will reduce congestion, create a smoother traffic flow, and provide safer journeys for thousands of people. Balfour Beatty has been awarded a Considerate Constructors Scheme Gold National Site Award for the incredible standards upheld during this project over the course of 2023. The project team has gone above and beyond in fulfilling the requirements of the Considerate Constructors Scheme while delivering several tangible positive impacts on the community, the environment and workforce.

Project Highlights

The project has been exceptional in its compliance with the Considerate Constructors Scheme checklist, especially with regards to the local community and general public issues. Close cooperation between National Highways and the site team has been commendable throughout the project’s duration, and environmental issues are very much part of the project and have been given admirable close attention. Robust management of the on-site workforce regarding competency, wellbeing, safety and facilities continues to be of a high standard, and several outstanding social value case studies and initiatives at the project have ensured that it has delivered impressive results in the areas that matter most.

Innovations & Best Practices

The site team have also taken standards to the next level by seeking out innovative and game-changing approaches to solving on-site problems. The team utilised a novel canine detection solution to scan the construction site for the presence of invasive plant species, particularly Japanese Knotweed and Himalayan balsam, which are classed as invasive. It is an offence under the Wildlife and Countryside Act 1981 to allow these species to spread into the wild, so the site team took a unique approach to identify the plants and prevent the spread of them around the site by employing the help of Canine Detection Solutions (CDS), a company that uses trained dogs to locate the problem plants. The dogs helped by detecting the rhizomes (the underground parts of the plant such as roots, bulbs, and shoots), which were then removed to prevent any plant spread or re-growth at the site. The application of this innovative scheme was a first of its kind in highway areas, and was crucial to delivering environmental stability to the site.

Respecting the Community

The project has been impressive for its high positive impact on neighbours, the local community and the general public. The project team has gone above and beyond by implementing a very comprehensive community engagement plan which has taken place in partnership with the client and key stakeholders to fully realise positive impacts for all. Over 2023, there have been multiple examples of how the project team have delivered on the community front to deliver results to an excellent standard.

Caring for the Environment

The project team has also been committed to delivering exceptional environmental standards across the site, with extensive environmental mitigation processes being carried out to ensure the minimisation of disruption and the positive development of environmental credentials. The site exemplifies a remarkable level of compliance when it comes to environmental and sustainability procedures, which has helped the site to deliver tangible real-world benefits.

Valuing the Workforce

The project team has also delivered excellence when it comes to inputting extensive and comprehensive procedures to safeguard and promote the wellbeing and competency of the on-site workforce. Very robust safety procedures have been in place at the site, especially in relation to works carried out adjacent to busy roads. Safety procedures have been strictly enforced due to the works being so close to the M25 and A3, creating a safe environment. The main single-storey facilities provided for the site workforce adjacent to the works are also very comprehensive and well-maintained, ensuring a welcoming space for staff to work and rest in.

Congratulations to the team for achieving these outstanding levels of performance.
