Dr Diana Montgomery

Director

Dr Diana Montgomery became the Chief Executive of the Construction Products Association in 2012 before being appointed Chief Operating Officer in May 2019.

Prior to CPA, Diana was Deputy Chief Executive of the Chemical Industries Association and established its pivotal role in the delivery of the UK government’s sustainability targets. This, along with her current board position at the Institute of Environmental Management and Assessment and her degrees in Chemistry and Environmental Management from Oxford, ideally places her to set new standards for environmental welfare in construction.

Graham Watts OBE

Director

Graham Watts OBE has been involved with the Construction Industry Council since 1989. During that time he has held many positions including Director, Chief Executive and Secretary. He is responsible for the general policy and direction of the CIC, as well as maintaining effective communication with the Government and other external agencies.

Graham’s vast and varied history within construction has led him to become the Secretary of the All-Party Parliamentary Group for Excellence in the Built Environment in 2010.

His extensive knowledge and experience of the industry has put him in a unique position to guide the Code of Considerate Practice. It has also resulted in many accolades, including an OBE in the New Year’s Honours in 2008 for his service to the construction industry. He was also awarded the President’s Medal of CIOB in 2000 and the Peter Stone Award of the Association of Building Engineers in 1996.

Peter Caplehorn

Director

After five years as Deputy Chief Executive and Policy Director, Peter Caplehorn is the current Chief Executive of the Construction Products Association (CPA). He focuses on engaging with policy makers and industry leaders to raise the profile of the products sector and members’ businesses, as well as grow the market and reduce regulatory risk.

Pete is a Chartered Architect with over 35 years of experience. Throughout his career, he has had a number of key national roles including representing the CPA at the Industry Response Group. This group was initiated by the UK Government to advise and organise a response that will help make existing buildings safe in the wake of the Grenfell disaster.

His knowledge, experience and influence have proffered insight and connections to help further sculpt the Scheme.

Amit Oberoi

Executive Chairman

Amit Oberoi was appointed Executive Chairman in March 2023.  Prior to this appointment, he held the position of non-Executive Chairman from July 2022 and of Board Director from January 2022. 

Amit has over 20 years of experience in Global Risk Management, including leadership roles across many sectors such as construction, technology, management consulting and national authorities. 

He has also worked across multiple markets with governments on high profile transformation and infrastructure projects, including the FIFA World Cup in Qatar.  

In 2016, Amit established a Digital Healthcare Company which focuses on improving personal resilience and health. His extensive experience across multiple sectors and territories is invaluable to the growth and development of the Considerate Constructors Scheme.

Les Copeland

Director

Les is an established construction professional, his depth of knowledge of the construction industry is brought together by over 30 years of experience in a wide variety of roles and sectors, ranging from sub-contractor delivery to senior leadership positions within a number of the world’s largest construction and infrastructure companies. He now holds an Executive Director role in an International Engineering business RAMBØLL along with other board-level and advisory roles across the industry.

He has gained a wide range of experience and knowledge in the UK and international construction and infrastructure sectors, managing mainly Multi-Discipline Engineering, however, Les has also led Project Management and Architectural work streams and business units.

He has had the opportunity to work through a diverse career route from managing fast track fit-outs, listed building refurbishments, to successful delivery of award-winning landmark buildings and infrastructure schemes across the globe. Les has delivered in a wide range of sectors with a proven track record for delivering successful outcomes through strong commercial leadership and technical knowledge.

Les is also a Senior Officer of the Chartered Institution of Buildings Services Engineers and has worked with many other industry stakeholders throughout his career to help promote and support the built environment industry.

Simon Harvey

Director

Renowned marketing and strategy leader Simon Harvey has experience working in many industries including construction, gaming and music.

Simon is an innovator and is the Co-Founder and CMO of SonicData and Reactional Music. He also founded an award-winning marketing agency which boasts Hewlett Packard, Nintendo, and Sony as clients.

Simon is passionate about training and reinvestment strategies for the construction industry. He spearheaded the creation of a skills academy that delivers traineeships and apprenticeships in interior finishings. He has helped raise over £11m for good causes including the Paddington Academy and supported charities like Childline, The Prince’s Trust, and Whizz Kidz.

Emma-Jane Houghton

Director

Emma-Jane is the Commercial Director, UK Fissile Programme at Atomic Weapons Establishment. She was previously a senior commercial director within the Cabinet Office for two years, seconded to the New Hospital Programme. She is a highly experienced commercial specialist who is passionate about creating a more modern, productive and sustainable construction industry. 

Emma-Jane’s background and professional accomplishments span major project and programme delivery as well as Big 4 consultancy advisory roles. She has held positions across the full end-to-end construction supply chain including subcontractor, contractor and client roles with particular highlights including Heathrow’s Terminal 5, the East London Line, Thameslink and the Heathrow Expansion. It is this mix of roles, and the very different delivery environments within which she operated, that sparked a deep interest in the link between commercial ‘ethos’ and the resulting performance of project teams and their extended supply chains.

Emma-Jane is a chartered surveyor and a fellow of the Institution of Civil Engineers (ICE) where she plays an active role across a range of ICE strategic priorities. She is a Major in the Engineering and Logistics Staff Corps, commissioned to provide impartial and confidential advice to the British Armed Forces, and a board member of the NEC4 Contract Board. Emma-Jane enjoys a range of equestrian sports and spends as much free time as possible at the farm where she keeps her horses.

Caroline Romback

Director

Caroline Romback is a seasoned strategic communicator with over two decades of experience working in the built environment. Throughout her career, she has worked at major FTSE organisations, including five years with Kier Group plc, as well as founding her own consultancy. Most recently she was the Corporate Affairs Director for Clarion, the UK’s largest housing provider.

She has worked on some of the UK’s largest infrastructure projects including Crossrail, HS2, the Mersey Gateway, Stonehenge and Hinkley Point C, and is currently advising a wide range of contractors, clients and consultants on new construction and infrastructure projects.
